After knowing more about the file, I came to know many games need it to run. Not only City Car Driving requires it, but some other games like The Witcher 3, Skyrim, Fallout 4, Paragon, BeamNG and many others appear to have the same issue at all.
Solution 1:
The first solution I came accross was simply to download a couple of dll files and paste them on your Windows System dirs. I tried this on Windows 10 and it didn’t work. Even if the error message changed. It still wouldn’t launch the game.
This time the message box indicated a 0xc00007b error.
Solution 2: The one that really works
After browsing more about the internet, I came across a German software development responsible for a program named AiO. AIO stands for All in One runtimes, and it installs a number of useful runtime pages, including .NET and DirectX files.
You can download All in One runtimes from Sereby.org. Once you download it, even if its in German, just click Installieren or Install. In the photo above, you can see how it looks like, the .NET and DirectX are not listed there, since I have already installed them.
